Description | On a freshly installed AlmaLinux 9, the following message appears periodically on the system console and in /var/log/messages: Sep 1 09:29:48 myhostname systemd-rc-local-generator[943]: /etc/rc.d/rc.local is not marked executable, skipping. And indeed, the /etc/rc.d/rc.local file has mode 0644. | ||||

As far as I know, this is not a bug. Systemd provides some backward-compatibility for the traditional /etc/rc.local mechanism, but it is not recommended, which is why it is disabled by default.
