Hello.
Could you please check RHEL or CentOS 8.5 on the same hardware?
Most likely the adapter is just not properly supported in 8.5.

Can you show us the output from:

$ lspci -nn | grep -i net

That should display the device IDs.

I do confirm that device [8086:15f3] is supported by the igc driver in the EL8.5 kernel.

$ grep 8086 /lib/modules/`uname -r`/modules.alias | grep -i 15f3
alias pci:v00008086d000015F3sv*sd*bc*sc*i* igc

You indicated that the latest kernel in CentOS Stream 9 worked. If a newer version of the driver works, you could also try ELRepo's kernel-ml. It is currently at kernel-5.16.13.

Because I need to use ZFS as production, so Kernel 5.16.13 is unstable for ZFS

This is why I gave up Centos Stream 9 and move to RHEL compatible Alma Linux 8.5
